William Rodwell Garrard (“Scooter”), age 60, of Stem, North Carolina, passed away on April 28, 2026. Scooter was born in Durham, NC on May 9, 1965 to Jerry and Betsy Garrard.
Scooter was known for his strong will, generous heart, love for the Miami Dolphins, and ability to fix just about anything. In his teens, you would find him spinning pizzas at his family’s restaurant, skateboarding down Elm Street, and heading to the coast with friends often. He began his career in the auto service industry and later worked in security alarm installations. After that he became a true jack of all trades - someone family, friends, and neighbors could count on when something needed to be repaired or figured out. Though stubborn at times, he was also known for his kindness and willingness to give the shirt off his back to someone in need. Whether casting a line, looking for shells on the shore, boogie boarding, or simply watching the tide, he was happiest at the beach and loved the ocean.
He is survived by his wife of 38 years, Amy Haskins Garrard, his children, Nathan Garrard (Kaylor) and Carly Carver (Zach), his father, Jerry Garrard, sister, Denise McCampbell, brother, Dennis Garrard, nephew, C.J. Whitt (Lauren and kids), and Grace Conway and other cousins. His greatest joy in life was being “Gramps” to his grandchildren, Elias and Emerson, who were the light of his life. He was pre deceased in death by his mother, Betsy Garrard.
Scooter was a member of the United Methodist Church and carried the values of service and compassion throughout his life.
He will be deeply missed by his family, friends, and all who had the privilege of knowing him. A family service celebrating Scooter’s life will be held at a later date at the coast.
